Position Summary
Perform a variety of functional and technical systems analysis and programming duties in the development, implementation and support of computer information systems; analyze user computer information system needs and provide recommendations. Duties include the installation, administration, and maintenance of application software and end user devices such as personal computers, laptops, tablets and smart phones (devices); provide technical support, analysis and assistance to end users relative to assigned area of responsibility. Demonstrate professional level of experience with the technologies including hardware, network and software within area of responsibility; efficient troubleshooting and problem-solving skills. Participate in department assigned projects, make appropriate level of decision making in performing duties, and provide regular status reports and project updates.

Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
- Perform a variety of systems analysis duties in the development, implementation and support of computer information systems.
- Prepare presentation for information systems projects to a variety of internal and external committee for various committees such as Technical Review Committee and Information Systems Committee.
- Assist in the development of user guides and manuals for system users; assist in training users as needed.
- Design, program and test application systems using City standard application development tools and procedures.
- Coordinate with vendors the purchase of information systems equipment and software.
- Analyze user information system needs; document the users’ computer system functional requirements; recommend solutions and appropriate technology to meet client needs.
- Coordinate with the customers on the installation of new systems, as well as with maintenance and upgrade of existing systems and user training.
- Respond to service requests and problem calls in a timely and courteous manner.
- Install and test vendor applications software programs.
- Participate in system walkthroughs.
- Design, develop, test and install system interface programs.
- Participate in citywide project as a team member.
- Prepare and make presentations for information systems projects to a variety of internal and external committees.
- Create user guides and manuals for system users; assist in training users as needed.
- Troubleshoot and resolve basic computer and application system problems.
SUPPLEMENTAL FUNCTIONS:
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information systems.
- Perform related duties and responsibilities as required.
- May require 24 x 7 on call availability.
Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelor’s degree from an accredited college or university in information systems, or computer science; and
One (1) year of information systems analysis and programming experience.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.
Possession of a City Operator’s Permit (COP) within six (6) months from date of hire.
May be required to work on call with 24/7 availability.
Working Conditions
Environmental:
Office environment; exposure to computer screens. May be required to visit off site client offices.
Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time; extensive use of computer keyboard.
